Carl Richie provides strategic counseling and tactical support in public affairs and policy, state legislative lobbying and administrative law. He represents clients before the Texas Legislature on a variety of public policy issues. He also represents clients in administrative matters before local, and state governmental agencies in the areas of campaign finance, election law, electric utility regulation, environmental regulations, financial services, healthcare, housing, occupational licensing, taxation and workers’ compensation.
After a distinguished public service career, including stints as Deputy Chief of Staff to the Governor of Texas and acting director of the Texas Ethics Commission, he established a public policy practice at two prestigious, Texas-based law firms. He also served as a senior corporate executive leading the government relations team of a major retail energy company.
In addition to his legal and state legislative lobby experience, Carl is an expert on regulatory matters. He’s represented corporate clients before Texas state agencies on matters related to campaign finance, energy, healthcare, taxes, and workers’ compensation. He has extensive experience in the energy field representing consumers, generators, retailers and traditional utilities. He’s participated in base rate and fuel cases, rule makings, mergers, and business combinations.
