Carl is committed to community service. He serves on the Board of Directors for the Austin Area Research Organization (AARO). AARO is a non-profit organization comprised of 90 business leaders from the five county area in the Central Texas region. These leaders work to advance the economic and social well-being of the region by researching and addressing public policy issues in six priority areas: Education, Energy & Water, Health Care, Higher Education, Social Equity and Transportation.

Carl’s personal passions are affordable housing and healthcare.

He is currently board president of the Southwest Housing Compliance Corporation. Additionally, he serves as Vice Chair for the Housing Authority for the City of Austin Board of Commissioners and he serves on the Austin Affordable Housing Corporation board. He formerly served on the City of Austin Affordable Housing Task Force. He currently serves as parliamentarian on the Board of Governors for the National Association of Housing and Redevelopment Officials.

In the area of healthcare Carl serves on the Sendero Health Plan Board of Directors. Sendero is a local, non-profit corporation organized to be the community based Health Maintenance Organization to serve Central Texas. Previously, Carl served as chairman of Central Health (formerly the Travis County Healthcare District) board of managers. He was appointed to the position by both the City of Austin and Travis County. Central Health works to develop and maintain a network of health care services by identifying and prioritizing community needs and meeting those needs in the most effective and cost efficient possible ways. Central Health provides organizational and financial resources to Sendero so that it can improve healthcare access to Central Texans.
