Community

Carl is committed to community service. He serves on the Board of Directors for the Austin Area Research Organization (AARO). AARO is a non-profit organization comprised of 90 business leaders from the five county area in the Central Texas region. These leaders work to advance the economic and social well-being of the region by researching and addressing public policy issues in six priority areas: Education, Energy & Water, Health Care, Higher Education, Social Equity and Transportation.

Carl’s personal passions are affordable housing and healthcare.

 

HEALTHCARE

Central Health

Carl served as the joint City-County appointee and chairman of the Board of Managers for the Travis County Health District now known as Central Health. Created in 2004 by the voters of Travis County, Central Health is a public entity that provides access to the high-quality care everyone needs to get well and stay healthy. Central Health works through a network of health care partners and community members to connect uninsured, underinsured, and low-income residents with high-quality, cost-effective health care. Additionally, Central Health works with a network of partners to eliminate health disparities to reach its vision of Travis County becoming a model healthy community. In order to achieve its mission, Central Health uses local and federal funds to create access to and transform safety net health care services.

Sendero Health Plans

Carl serves on the Sendero Health Plans, Inc. Board of Directors. Sendero is a community-based nonprofit Health Maintenance Organization (HMO) owned by Central Health that was formed in 2011 to improve access to care for those covered by publicly funded health insurance programs. Sendero is dedicated to serving the health needs of the medically underserved population of the Travis SDA.

As a community-based health plan, Sendero is positioned to evolve with the changing health care landscape to be the health plan provider of choice for a growing number of Central Texans and allow revenue to stay in Central Texas to further improve our local healthcare system. IdealCare, Sendero Health Plans’ Federal Health Insurance Marketplace offering has contributed to overall health coverage for the county by providing competitively priced insurance coverage to the uninsured, low-income resident. IdealCare also allows Sendero to provide coverage to all family members.

HOUSING

Carl is the Immediate Past President of the National Association of Housing and Redevelopment Officials (“NAHRO”/“Association”). He is the only the second Commissioner and first former public housing resident to lead NAHRO in its 86-year history. Raised in Wichita Falls, Texas, Carl lived in the Rosewood Housing Development. His firsthand knowledge of public housing fuels his passion and commitment to improving the quality of life for public housing residents. He has been a leader in improving public and affordable housing as well as strengthening ties between education, job skills, and better healthcare.

Previously, he served as NAHRO Senior Vice President, two terms as the Parliamentarian to the NAHRO Board of Governors and Vice President for NAHRO’s Commissioners Committee.

As NAHRO President Carl secured a $1 million donation for the NAHRO Merit College Scholarship Fund. While serving as NAHRO Senior Vice President he assisted in the creation of the NAHRO Merit College Scholarship Program and raised money to fund eight scholarships in 2017 and 2018. Carl has been active with NAHRO at the state, regional and national levels.

During his tenure as Vice President of the Commissioners’ Committee, he helped rewrite the industry’s handbook for public housing board members, “The Commissioner’s Handbook on Public Housing.” Further, the Commissioner’s Corner was established in the NAHRO Journal of Housing and Community Development under his chairmanship where he has written several articles on digital literacy and healthcare. He also assisted in the revision of NAHRO’s Code of Conduct. Read more →
